In an exclusive interview, Luke Savoie reflects on his first six months as CEO of Elbit USA and explains how collaboration drives military innovation – shaping the future of defense technologies
Since taking on the role of CEO at Elbit Systems of America in January 2024, Luke Savoie has been shaping the company’s future with a unique blend of expertise. A former U.S. Air Force pilot and Senior Executive at L3Harris, Savoie brings valuable insights on how Elbit America can continue to thrive.
However, what sets Elbit America apart from its sibling subsidiaries, especially in such a competitive security landscape? And how does it contribute to strengthening the bond between the U.S. and Israel? Savoie offered some remarkable insights that may change our perspective on the global situation.
Mr. Savoie, to start, what do you see as Elbit America’s core strengths?
“Our global nature is our greatest strength. Being part of an international enterprise allows us to think like our customers and focus on their mission. It’s a huge advantage,” he said, adding that the U.S military benefits from Elbit’s innovations and that he believes Elbit America is well-positioned to enhance collaboration.
As the world grapples with ongoing global conflicts, Savoie underscores the importance of quickly adapting to new and evolving threats. “Whether it’s asymmetric warfare or large-scale conflict, we are continuously learning and applying those lessons to our operations in America.”
What innovations at Elbit America are unique compared to other global branches?
Savoie is particularly excited about advancements in night vision technology. “We’ve made tremendous progress in this area, which we believe is going to enhance how targets are identified and engaged, and support in bringing this to market.”
He also highlights innovations in underwater sensors, saying that Elbit America has developed outstanding sonar capabilities.
From your perspective, what are the major threats facing global security, and how is Elbit America addressing them?
“The situation in Southeast Asia, particularly around China and Taiwan, is an area of focus for us. The geopolitical tension in the region has put America on high alert, especially with regard to international trade routes.”
He also points to the ongoing conflict in Ukraine, which has increased Europe’s defense needs. “Elbit has seen increased demand from European countries where we are delivering meaningful solutions.”
How is Elbit America learning from global conflicts, and what innovations are being developed?
“Absolutely, we are learning,” Savoie says, reflecting on a recent visit to Israel where he witnessed advancements in communication systems firsthand.
“One key takeaway we brought back to the U.S. was how to scale Israeli solutions for larger military forces. The technology Israel uses in its military is impressive, and we are working to integrate those lessons into the U.S. defense framework.”
Savoie also addresses the impact of GPS jamming on modern warfare. “We have developed alternatives that don’t rely on GPS or laser sensors, such as the RAMPAGE missile, which remains operational even in the toughest conditions,” he explains. “These are the kinds of advancements that have the potential to redefine how we approach modern warfare.”
Looking ahead, what are the biggest challenges for Elbit America, and how do you plan to address them?
“I want to focus on flexibility and commitment,” Savoie emphasizes. “The world isn’t static, and neither are our adversaries. A key lesson we’ve learned is the need to stay agile and responsive. We’re leveraging Israeli expertise to boost and strengthen our operations in America.”
He recalls his time in special operations, where missions were often planned in under 20 minutes. “That level of adaptability is what we need here.”
Savoie closes by sharing his vision for Elbit America’s future. “We’re committed to our customers, and I’ve witnessed that dedication firsthand during my time in the Air Force. We’ve reorganized, and soon we’ll unveil our new strategy. In five years, I want us to look back and say we didn’t just meet our goals – we exceeded them.”
